As of July 01, 2024, the establishment of Health Care Authority (HCA) of New Mexico, building the foundation for inclusive, affordable access to health care and whole health services with the goal of creating a healthier New Mexico.

Turquoise Care is the New Mexico Medicaid Managed Care program that began on July 1, 2024. 

Personal Care Services is a program designed to assist NM Medicaid eligible consumers to obtain personalized care within their own home.  Services are Non-Medical.

Individuals become eligible for New Mexico Medicaid when they meet the specific criteria for one of the eligibility categories.

Managed Care Organizations (MCOs) are health plans that provide health care services to Medicaid members.

Personal Care Services (PCS) provides:

• Consumer Directed
• Consumer Delegated
• Personal Care Respite

Personal Care Services (PCS)

*PCS is a program designed to assist Medicaid eligible consumers to obtain assistance within their own home for non-medical ADL’s 

*Services are established via an assessment from the selected MCO, for the consumer’s Level of Care (LOC). 

*PCS offer a range of tasks to assist a consumer who are unable or limited to perform some or all ADL’s because of a diagnosis or functional limitation. 

*PCS are provided in the residence of an eligible consumer.

*Personal Care Services  are not provided 24-hour services 

*Personal Care Services are not furnished to a consumer that is a patient or resident of a hospital, facility or an institution for mentally ill, nursing/LTC, correctional, or any other institution.
